4-25-02 - The Commissioners voted today to adopt the rule as discussed.
Once again, the TLC went against the players. Cash 5 will be played
6 days per week, the matrix will be 5 of 37, and the prizes
will be smaller. This will begin July 29th.

If you've read the rule itself or the transcript from the Commissioners
meeting, then you already know what the TLC is basically attempting
to do. You can simply bypass my explanation on this page but please,
scroll down to the questionnaire and answer the questions for me.
The TLC is proposing:
(1) to play Cash 5 six nights per week;
(2) to add a $2 guaranteed
prize for matching 2 numbers
in exchange for lower three and four out of 5 prizes;
(3) to reduce the number of balls from 39 to 37 thus
reducing the overall odds.
The "prize pool" remains the same. It will still be 50% of sales, however,
they
will pay the $2 prizes
first from the players prize pool, then
divide the balance of the prize
pool, called
the "residual prize pool,"
among the three, four and five of five winners.
The percentage of sales the players will receive are being changed as follows:
3 of 5 winners will divide 41.77 % - down from 50% of the prize pool;
4 of 5 winners will divide 18.08% - down from 30% of the prize pool;
5 of 5 winners will divide 40.15% - up from 20% of the prize pool.
(And remember, the "prize pool" is much smaller than before because
they will pay the $2 prizes first and the balance becomes the prize pool.)
This means smaller prizes.
The Cash 5 game generally produces between 5000 and 6000 winners per drawing.
The TLC quotes this change will generate 54,000 winners per drawing.
Needless to say, the majority of winners will be $2 winners for matching 2 numbers.
To help you understand a "prize pool" and how the new "prize allocations" would
effect the prize amounts, I'm charting the Cash 5 drawing from Thurs. March, 14, 2002
using the current rules and the new rule IF it were adopted. This should makes things
very clear in your mind. Here goes ....

To determine how many winners there would be, divide the odds into the number of tickets sold.
Example: It should average that 1 in every 9 tickets should match 2 numbers under the new rule.
So, you take 605,801 and divide it by 9 and it equals 67,311 two of two winners.
To determine the prize amounts, you simply take the percentage allocated to each prize
category from the "residual prize pool" and divide it by the number of winners. And that's
how much each winner receives.
You can see how close the total payouts are in relation to the amounts allocated.
The TLC rounds down and the remaining monies go into the next pool for each
individual prize category. (The 3 of 5 winners is a "prize category" and the
4 of 5 winners is a prize category.)
