Editors Note - Opinions by Dawn Nettles
The May 1, 2009 Mega Million jackpot was bumped by $5 million,
from $220M to $225M, on the day of the draw. Ironically, the cash value
amount was reduced by $300K which I thought was very strange.

Bumping the jackpot by $5 million but decreasing the cost to fund ... Weird ...
I wondered, did the rate jump that much?

The reduction of the CVO is the reason that I said if I were one of the winners,
I'd have my attorney or financial adviser find out what the "factor/rate" was on
Monday, 5/4/09. You see, it is the rate/factor on the first working day after the draw
that determines the actual amount of the jackpot.

Documents from the Mega Million group shows the rate/factor to be 1.571% on
Friday, 5/1/09, which supports the amount they stated was the CVO for $225M - $143.2 M.

However, it is important to note that the document shows the "group will have a
surplus of $4,513,717 if $220M and a surplus of $2,228,266 if the jackpot is $225M"
which means when they bumped the jackpot, they still "under-advertised" the amount
they were "guaranteeing" to pay out if there was a winner.

Based on total sales and a factor of 1.571%, the jackpot amount should increase because
they have a surplus of $1.8 million which should go to the winners.

IF the factor was lower on Monday, May 4th, then the costs to fund are greater, but by
the same token, if the rate was higher on Monday, then the costs to fund are lower enabling
them to increase the jackpot amount even more.

By finding out what the factor/rate was on May 4, 2009 - from an independent source -
helps keep them honest - if you know what I mean.

Next three paragraphs inserted 5/6/09
According to the figures quoted by the MM group, the rate must
have fallen on Monday to 1.559807%. Because I have not received
the exact jackpot amount, this is the best rate/factor I can compute.
Each winner, if they choose CVO, should receive $48,506,004.43 before taxes.
If they take the annual pay option, each winner would receive $75.66 million.
This means the jackpot was bumped to $226.98 million.

There was $145,056,164 in the prize pool to fund this jackpot. The group
is funding $145,518,013 to pay the prize winners which means they
are finally giving back some of the monies ($461,849) allocated
- but not paid to winners - from this draw or past draws. Remember, they had
an excess of $1.6 million allocated for low tier prizes that was not needed
or paid out in this roll.

I still have not heard from Virginia & Ohio.

Because I could NOT obtain vital information from some of the Mega Millions states,
I could not provide all of the financial information prior to this next draw when I
remove this info from my web site. So, here it is on it's own page!

As I write this page, I still do NOT have the information I requested
from CA, Ohio & Virginia - specifically I asked these states ...

1) Was the 5/1/09 MM winning ticket in your state a self pick ticket or a
ticket generated by the computer (Quick Pick)?
2) Did the ticket/player specify if he wanted CVO or Annual Pay?
3) What is the official cost to fund the jackpot - as of today?
4) How much is the jackpot worth now?

When and IF I ever obtain this data, I will update the chart below.

Unlike all other Mega Millions players, California MM players receive "pari-mutuel
calculated" prizes for all low tier wins - therefore - CA players receive their full share
of sales where we don't. In CA, the jackpot is the only "guaranteed prize" so a
jackpot winner is the only one who probably won't receive his full share of sales.
Any prize that's "guaranteed" is bad news for players.
