I would strongly advise you to KNOW who you are dealing with
before providing credit card numbers and personal information.
If a web site owner is selling something - anything, he should
provide his phone number and his address to you. And you
should verify him based on that information. If they won't
identify themselves, RUN. I have found several lottery web
sites that take your money but refuse to identify themselves.
By all rights, the state lotteries should be investigating these
folks but since the sites are selling their products, the lotteries
are apparently looking the other way or claiming/thinking
these sites are run in another country so they have no
jurisdiction. I'm finding this is not necessarily true. An
investigation would reveal that US based entities are
involved. The Fed's should come in on this one.
